In the Netherlands, a distance‑based tax (HGVC) applies to all vehicles over 3.5 tonnes circulating on Dutch territory, whether registered in the Netherlands or abroad. The taxable network, covering motorways and selected national roads, extends over more than 3,000 km.

Since 1 July 2026, the Netherlands has replaced the Eurovignette with a distance‑based heavy goods vehicle tax (“vrachtwagenheffing”). The amount is no longer a flat fee, it is calculated per kilometre driven.

The tax applies to almost the entire motorway network, as well as selected provincial and municipal roads.

Which vehicles are concerned?

All goods transport vehicles over 3.5 tonnes (categories N2 and N3), whether Dutch or foreign. Buses and coaches are not subject to the tax.

How is the tax calculated?

The price per kilometre depends on four criteria: 

  • vehicle weight
  • CO₂ emission class
  • Euro class (emission standard)
  • number of kilometres driven

In general, the heavier and more polluting the vehicle, the higher the rate per kilometre. The system aims to encourage fleet renewal towards cleaner truck. 

Tolling system: mandatory OBU

Each vehicle over 3.5 tonnes must be equipped with an OBU (On Board Unit) that remotely transmits GPS data for automatic tax calculation.
