2027: A new distance-based road charge for heavy goods vehicles in Alsace

From January 2027, Alsace, comprising the French departments of Bas-Rhin and Haut-Rhin, will introduce the R-Pass charge. This distance-based road charge will apply to heavy goods vehicles travelling on the A35 north–south motorway corridor and the roads linking it to the German border.
The objectives are to rebalance cross-border traffic between France and Germany, ensure that heavy goods vehicles in transit contribute to road maintenance, and gradually bring France into line with practices already introduced in several European countries.
Key facts
• When: from January 2027.
• Where: A35 (north–south corridor), A36, RD83, RD1363, RD502 and RD504 — approximately 200 km.
• Who: all French and foreign heavy goods vehicles over 3.5 tonnes used to transport goods. Exemptions include zero-emission vehicles (electric or hydrogen), agricultural vehicles, construction vehicles and emergency vehicles.
• Cost: an average charge of €0.16 per km, calculated according to the gross combination weight (GCW), Euro emissions class and distance travelled. Official rates: r-pass.eu
• How it works: a barrier-free, free-flow tolling system using satellite technology (GNSS). An on-board unit (OBU), such as PASSango Europe, is required.
What you need to do
If you use one of the following toll devices AS 24 PASSango France, France-Iberic or MED · These are short-range DSRC toll devices designed for use at toll barriers. They are not compatible with the new heavy goods vehicle road charge in Alsace. You must replace your device with an AS 24 PASSango Europe OBU. | Image
